Roll Call – Councilor Graney, McNabb, Smith and Dempsey, Mayor Lattimore - Present.

Staff Members Present –John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Nancy Hussey; Assistant Corporation Counsel Lisa Green, Comptroller; Trish Geer, Secretary to Corporation Counsel, Mike Quill, Police Chief, Jerry DelFavero, Superintendent of Public Works, Bill Lupien, Superintendent of Engineering.

All stood for the Pledge of Allegiance to the Flag.

The Mayor asked for a moment of silence.  

Presentations and Proclamations  -
John Barwinczak, 25 Leavenworth Ave. also representing the Korean War Veterans presented City Manager John Salomone and Public Works Director Jerry DelFavero with certificates of appreciation for their assistance with the Korean War Veterans Memorial.  

The City Manager’s Report –
The City Manager reported that the City has received final approval from the NYS Department of Transportation on the design for East Genesee St.

Public to be Heard –
Tim Cottrell, President Local 195 Police Union spoke to ask Council to table Resolution #63 of 2006 regarding hiring an outside vendor for security at Casey Park.  

Tom Gabak, 146 Washington St., President of the CSEA, spoke to Council regarding proposed layoffs.  He referred to various departments and the impact cuts will have.  He suggested the Fire Department consider the Canadian drug plan, as other unions have to save the City money.

Vick Trojnor, 19 Chase St. spoke to Council about budget issues.

There were no Committee or City Official Reports.

Ordnances and Resolutions       

Ordinance # 7 of 2006 authorizing amendment to the Code of the City of Auburn at Chapter 277 – Trees.   Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Ordinance # 8 of 2006 authorizing amendment to the Code of the City of Auburn at Chapter 254 – Solid Waste. Motion to amend the fee from $10. to $5. by Councilor Graney, seconded by Mayor Lattimore.  Discussion.  Vote on motion to amend: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.
Vote on Ordinance with amendment.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Agreement Resolution #63 of 2006 authorizing the Mayor to enter into an agreement with Verdad Investigations & Protection, Inc., for security services for Casey Park pool.  PULLED
                
Sidewalk Resolution #64 of 2006 authorizing the financing of sidewalks for property owners to pay for in conjunction with their taxes on the 2005 Revolving Loan Sidewalk Program.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Sewer Resolution #65 of 2006 authorizing the financing for the repair/replacement of a sewer line on the Sewer-Water Repair/Replacement Program.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Council Resolution #66 of 2006 authorizing the Department of Municipal Utilities to request quotes from qualified suppliers for a damper for the City’s Sewer Sludge Incinerator.    Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Council Resolution #67 of 2006 authorizing the City Council to approve all monetary transfers between City Departments. Motion to make the dollar limit $250. by Councilor Smith, Seconded by Councilor Graney.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.  Vote on resolution as amended: Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Council Resolution #68 of 2006 approving the expenditures presented for payment and authorizing the Comptroller to process the payment of same. Vote: Councilor Graney, McNabb, Dempsey and Mayor Lattimore, aye. Councilor Smith, no. CARRIED.

Land Resolution #69 of 2006 authorizing the Mayor to execute and all necessary documents to effectuate the reservation of the above described Conservation Easement.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Second Public to be Heard – None.

Other Business –
Mayor Lattimore asked for an update on discussions with Adelphia.  The City Manager responded that the City is waiting for Adelphia to respond.

Councilor Smith asked about the use of old police cars.  He suggested using old ones for staff use when a vehicle is needed to save on expense.

Motion to adjourn by Councilor McNabb, no second.

Motion to adjourn to executive session by Councilor Graney and seconded by Councilor Smith.  Topics for discussion:  the employment history of a particular person or corporation; a matter, which will imperil the public safety if disclosed and the status of collective bargaining.  All were in favor.  Session began at 5:40PM and ended at 7:05PM.
